Policy models of science, technology and innovation (STIP) and quality models applied to higher education(CES) have changed in recent decades. From a survey of literature, acomparative analysis of the relationship between the two types of models is performed, looking for a possible co-evolution between them. This comparison allowed to show some historical co-evolution between models. At two different periods, clear conceptual relationships between the general principles of both types are identified: a) the linear model ofSTIPand the isomorphic modelCES; b) current systemic and interactive models for STIPand theCESmodel for equity. In the transition between the two periods there is a vague relationship. Hypotheses are put forward that are generated by these relationships and show a combination of models arises as well as a disruption between discourse and reality.
