Abstract

Taking into consideration the rampant expansion of the private sector in higher education in Brazil during the government of Fernando Henrique Cardoso (1995-2002), and the two administrations of Luiz Inácio Lula da Silva (Lula) (2003-2010), the first president who promised to restrain neoliberal policies established by the preceding administration. Was private sector expansion in higher education really reduced during Lulla’s government? This article analyzes the policies adopted by these two presidents related to the expansion of higher private education based on a bibliographic research and analysis of additional data.

Teacher in Computer Sciences at the National Service for Industrial Training (SENAI) and at the Faculties of Information Systems, Civil and Environmental Engineering of PUC-Campinas.

PhD in Social Sciences from the Pontifical Catholic University of São Paulo, Postdoctoral fellow in Education Sciences from the Coimbra University (Portugal). Tenured Professor of the Postgraduate program in Education of the Pontifical Catholic University at Campinas. Scholarship in Productivity  of the CNPq research program – level 2. Consultant and/or scientific advisor of the Foundation for the Protection of Research in the state of São Paulo (FAPESP), of the State Council for Education of São Paulo, of the Higher Staff Improvement Center (CAPES/Ministry of Education) among other organizations.
